'Clarify shipsupply provisions in Union Customs Code'
OCEAN request clarification of export and re-export procedures
The OCEAN Board met in Brusels on 14 November 2014 to discuss a variety of customs, VAT, excise and other EU policies that have an impact on EU shipsupply.
This time, the Union Customs Code (UCC) was the focus of attention, in particular, the lack of transposition of Article 269 and 270 in the Implementing and Delegated Acts. 'Without clarification of how these Articles are to be implmented, EU Member States can pass national laws and distort the EU market' Chairman Mr. Tosato said. 'Why is the EU Commission and the Member States so reluctant to clarify what they mean by these articles to create a level playing field for all actors"? Chairman of the Working Group Customs Mr. Peter de Hass said.
The OCEAN proposals for amending the UCC IPs and DAs had been submitted to the EU Commission.
